| Compare your council ![]() There were 10 zero rated councils Panorama's research into Oxfordshire County Council showed failures in social services for disabled children, but it was not the worst council in the country. In the last round of government league tables into social services departments, Oxfordshire County Council received just one out of three stars. The report, published in May 2002, described Oxfordshire's dealings with children as "uncertain". But Oxfordshire was just one of 75 local authorities which only achieved a one star rating. Below Oxfordshire, there were also 10 zero rated councils, including Birmingham, Haringey and Wakefield. Some of these councils have been given social services consultants to help them improve. Conversely, there were also eight authorities which achieved the maximum three-star rating. These included Bexley, Cornwall and Westminster.
