Budgets cut plan to fund watchdog
A Jersey committee is recommending cutting government departments' budgets in order to fund a new watchdog panel.

The Privileges and Procedures Committee wants �18,000 from every budget to pay for a fifth scrutiny panel.

The States agreed to create a panel to take over some of the workload of the Social Affairs Panel earlier this year, but no funds were ever put aside.

A total of �188,000 would be raised. If the decision is passed, the money will help pay for two new scrutiny officers.

Meanwhile, Jersey's States hopes to save �2m a year by 2009 by creating a new job of Director of Strategic Procurement.

Caroline Hastings, from Devon, has moved to the island to take up the new position for a five-year contract.

The key objective of the new role in the States' Treasury and Resources Department is to work with all States departments to save more in their procurement of goods and services.

Ms Hastings has worked in public sector procurement for 20 years, mainly in the police service in Devon.

Much of her work has also been at a national level, advising senior members of the UK's Home Office and Association of Police Officers.
