A politician has questioned whether Jersey's Council of Ministers' Strategic Plan will save money. The plan sets out a series of measures to improve island life and includes spending more money on public services.
But Senator Jim Perchard said raising public spending by 11% at the same time as introducing a 3% Goods and Services Tax was surprising.
The plan's six commitments include work on maintaining a strong economy and a high quality of life for all islanders.
Mr Perchard said he believed other alternatives needed to be looked at.
He told BBC News: "It's time to ensure the services we provide are provided efficiently, after all it is the taxpayers' money."
The Strategic Plan sets out what the States wants to do over the next five years.
