President Barack Obama has said the US failed to "connect and understand" intelligence it had prior to the failed Christmas Day airliner bombing.
In a national address, Mr Obama outlined four new "corrective steps" to be taken to improve national security.
He made the remarks as the White House made public an unclassified account of the alleged attempted bombing of a Detroit-bound airliner on Christmas Day.
