Obama wants final say over healthcare reform

US President Barack Obama has outlined his plans to reform healthcare provisions in the US.

Mr Obama said it made "more sense" to build on a foundation already in place rather than create an "entirely new system from scratch".

He told the US Congress that he was determined to be the last president to campaign for healthcare reform.
