The US Secretary of State Hillary Clinton said an absence of strong and effective democratic institutions in Kenya had led to corruption, politically motivated violence and human rights abuses.
Speaking in Nairobi during her seven-nation tour of Africa, she said Kenya's reform agenda must be fully implemented.
