After their respective party conventions, candidates have to switch from raising and spending their own money to using only a block grant of federal funds. Mr Kerry received his in July, Mr Bush his in September. Mr Kerry gained ground since March, after having to remortgage his house in 2003 to fund his primaries campaign.
