Traffic lights have long stopped working without electricity or a network to run them.

And there is nothing else to control the traffic, or maintain vehicle standards, with predictable results.

For those lucky enough to have armed security guards - business people and a few westerners - the best way of getting through the jams is for the guards to get down and use their guns to clear a path through the traffic.
