In this revealing item from a Panorama programme, two doctors propose very different solutions to the problems already besetting the young organisation.

One doctor believes the NHS just needs more money, while the other suggests that business efficiency models should be introduced and talks about "utilising resources". Meanwhile, a GP worries about changes in the doctor-patient relationship.

When he was a young registrar, Professor Miller was known as Henry 'Gorgeous' Miller, and was notable for his elegant attire. Anthony Trafford later became minister of health during the Thatcher administration.

This report was originally broadcast 10 July 1967.
