Ian's just received his first driving offence; a speeding ticket and three points on his licence for doing 41 mph in a 30 mph speed limit. He knows he's guilty. He's not disputing it. But he wonders, as he looks at his speedometer, why an average car is built with a dial that goes up to 140 mph when the national speed limit is just 70 mph.
