Wales beat USA 21-19 in the USA International Rugby Board Sevens Bowl final and lie 11th in the series. First-half tries by Alec Jenkins and Tal Selley were followed by Dafydd Hewitt's touchdown only for Todd Cleaver gave the Eagles hope.
The hosts delighted the San Diego crowd with two more tries, from Mike Palefau and Riaan Hamilton, but Wales held on.
Earlier Wales beat Canada 14-22 in the quarters and Australia 19-12 in their semi-final to reach the bowl final.
