Scarlets coach Gareth Jenkins says his side were denied the chance to recruit from the Celtic Warriors after the region's demise in the summer. He told BBC Sport that other regions were privy to information denied to the Scarlets, who had spent most of their transfer budget by January.
"We weren't in a strong position after the Warriors' demise," said Jenkins.
The Scarlets were only able to bring Matthew Rees, Aisea Havili and Arwel Thomas from the Warriors to Llanelli.
Meanwhile, they saw the likes of Gethin Jenkins, Robert Sidoli, Ceri Sweeney, Gareth Cooper, Sonny Parker and Brent Cockbain move to the other Welsh regions.
The Scarlets have had a slow start to the defence of their Celtic League crown, suffering bad defeats to the Ospreys and the Dragons, although last week's win over Edinburgh moved them to fourth in the table. "We had done our transfer deals by last January because we realised the importance of recruitment," said Jenkins.
"Other regions seemed to be waiting for the demise of the Warriors, there seemed to be information out there that other regions were aware of and we didn't have access to.
"Finances are difficult. We need to consolidate with what we have got this year and see where this squad can take us.
"I've been very pleased with new recruits Andy Powell, Gavin Thomas and Matthew Rees, whilst Arwel Thomas has only played two games in 11 months.
"It's too early to measure the squad, but we can look at things again in December and then in March and April."
The Scarlets will meet Carmarthenshire council this week to discuss the pitch invasion by children at half-time in the Edinburgh game. Children had been banned from the pitch because of health and safety legislation.
