Fiji will secure the IRB Sevens title if they overcome Kenya in the quarter-finals at Twickenham on Sunday. England, second in the standings going into the weekend, need the Fijians to fail to make the Plate final to have a chance of overhauling them.
But Fiji cruised into the last eight after comfortable victories over Portugal, Italy and France.
England won their pool despite losing to Australia, who had earlier surprisingly lost 26-7 to Kenya.
Despite losing Simon Amor to a stomach injury, England defeated Kenya 26-0 and then recorded a 51-0 win over Germany.
But they lost their final game 24-19 to Australia.
Amor suffered damage to his abdominal muscles and England coach Mike Friday said: "The injury situation is not good to be frank. I think we're down to seven fit players at the moment.
"There's five on the physio's bench so we'll assess them tonight to see where they are at and see how many we've got for tomorrow."
England will take on France in the quarter-finals.
Reigning London Sevens champions South Africa booked a last-eight clash with Samoa after three straight wins, including a 49-0 victory over Argentina.
The Pumas still qualified from the group however and now face current series title holders New Zealand, after the Kiwis won their opening three games.
Scotland opened up their campaign with a 34-7 loss to New Zealand and were then beaten 22-5 by Samoa before ending the day with a 33-5 victory over Tunisia.
They will take part in Sunday's Bowl competition.
