Welsh Rugby Union group chief executive David Moffett is planning a thorough investigation of the game's failings following a season of "unacceptable" results. The review is set to include the performance of national coach Steve Hansen, although Moffett was keen to stress that the New Zealander's position was secure ahead of the World Cup.
"The performance of the coach, players and administration will all be addressed," Moffett said in his exclusive column for the BBC Wales Scrum V website.
"We're not going to have a knee-jerk reaction, but we are going to have a thorough investigation because the results this year are unacceptable to everybody."
Moffett was speaking after Wales' disastrous summer tour, the culmination of a season that saw the country's only victories come in the autumn against Romania, Fiji and Canada.

"It was a disappointment to see the results (on tour)," said Moffett, "It was a continuation of the theme that has made us want to change."
The performance of Hansen has come in for criticism from certain quarters, but Moffett insists that the coach should lead Wales into the Rugby World Cup.
"We are not going to get any benefit from changing our coaching structure this close to a World Cup," said Moffett.
"Steve is a very good coach who is committed to seeing his contract out and to making Wales successful.
"For a variety of reasons - some in his control, some not - that is not happening."
Moffett ruled out the possibility of Hansen's potential successor being taken to the World Cup for experience, saying that there can only be one boss and that the regional coaches in Wales will be busy with the new teams.
