Hougaard was unable to clinch a dramatic win for Saracens
Derick Hougaard missed a last-gasp penalty to condemn Saracens to their fourth Premiership loss in five games.
Both sides landed an early penalty before Wikus van Heerden crossed for the first try of the game.
Bath trimmed the lead to 11-9 courtesy of two penalties from Ryan Davis, either side of one from Hougaard.
Bath went ahead via a converted penalty try and although Hougaard trimmed the gap with a penalty, his last-second failure saw the visitors hold on.
Saracens boss Brendan Venter: "If we had won that game it would have been a tremendous steal, but not deserved.
"We are missing a starting front five through various reasons and Bath were better than us there today.
"Being brutally honest, our set-piece is not good enough. There's no lack of effort, nobody not trying. But the reality is that we need to work on the set-piece."
Bath coach Brad Davis: "It's important to win this type of game after suffering a few tight defeats.
"We can build on this win, a great game for front-row guys if not for everyone else.
"We knew Saracens would have an aggressive kick-chase and we handled that area of their game very well - I think the scoreline flattered them."
