The 31-year-old Leicester hooker will miss Saturday's game in Marseille after spraining his right knee in training.
He will be replaced by Bristol veteran Mark Regan, who has started the last two World Cup warm-up matches.
Meanwhile, prop Andrew Sheridan has left hospital after recovering from an infected insect bite.
Leicester flanker Lewis Moody (calf) and London Irish scrum-half Peter Richards (back) are also out of the game.
The game would have given Chuter a chance to stake his claim to be first-choice number two and his injury increases the prospect of Regan getting that role for the World Cup.
"George felt a bit of a pinch in his right knee on Wednesday," England coach Brian Ashton told BBC Radio 5live.
"We did not think there was anything particularly serious but he has been monitored over the last 48 hours and it has not got any better.
"It is too much of a risk to play him but we do not think the injury is of long-term concern."
