Olly Barkley scored seven penalties out of seven to give Bath a draw as Gloucester missed a chance to go top.
After two penalties put Bath ahead early on, Will James and James Bailey scored the game's two tries to put the visitors 15-9 up at the break.
Gloucester looked more assured as Ryan Lamb added to their lead but Barkley ensured they never got out of reach.
With six minutes left James' high tackle on Nick Abendanon let Barkley kick Bath level to secure the draw.
Bath coach Steve Meehan on their forward style: "It wasn't pretty but it was effective. Every time we used it to drive into their 22 we got a penalty.
"We showed tremendous character and great pride among the players to come back from 18-9 down.
"It is disappointing not to have won it. A lot of teams would have been happy - we aren't."
Gloucester director of rugby Dean Ryan on their mental approach: "When we played the first half we were in control and looked good but when you lose the flow you get scratchy.
"In those situations you have got to keep playing even to the extent of taking risks.
"We have got to use this as a stepping stone and learn to take risks."
