Turner, a former Wales fly-half, joined Gloucester on a two-year deal in October 2001. Turner, who was previously in charge of National League One club Rugby had playing success with Sale and he stepped into coaching at Heywood Road.
In 1996 he switched his allegiance to Bedford and helped them achieve Premiership status. He said: "I have very much enjoyed my time at Gloucester Rugby Club and I will take with me some very good memories. "I would like to thank everyone associated with the club and wish them every success for the future," said Turner. Dean Ryan was appointed forwards coach at the club ealier in June to joined director of rugby Nigel Melville at Kingsholm. Gloucester's managing director, Ken Nottage, said the club was sad to see Turner leave: "Paul has made a valuable contribution to Gloucester Rugby Club in a very short space of time. "We are sorry to be losing someone of his quality but we wish him well with his new role at NEC Harlequins.
