Thomas banned after punch

Magners League chief David Jordan says independent disciplinary panels may be set up following recent controversies.

Concerns have been expressed in some quarters about perceived lenience of bans on Osprey Jonathan Thomas and Munster's John Hayes this season.

League organisers have already brought in independent citing commissioners.

Jordan said: "Looking at the possibility of independent chairmen or independent disciplinary panels is something else we'll have to look at."

Ospreys' Wales back-five forward Jonathan Thomas is at the centre of the latest controversy after receiving a two-week ban for punching Cardiff Blues' Deiniol Jones last weekend.

Thomas will miss Wales' 7 November clash against New Zealand in Cardiff, but is available to play against Samoa six days later and subsequent Tests against Argentina and Australia.

Ex-Wales assistant coach Allan Lewis has expressed his surprise at the 'lenience' of Thomas' ban.

Similar concerns have been expressed over Munster and Ireland prop John Hayes' five-week ban for stamping on Leinster prop Cian Healy in October.

Hayes' original six-week ban was reduced on appeal to five weeks, freeing him to play in Ireland's autumn internationals.

Scarlets' Wales prop Thomas was earlier deemed to have been sufficiently punished by being sin-binned for leading with his head at a ruck against Leinster.

At the moment, Welsh, Irish and Scottish governing bodies deal with disciplinary matters relating to players based in their domestic professional teams.

Jordan admits that leads to a perception that Test players from the three countries can receive favourable treatment from their own nations' disciplinary panels.

He told BBC Wales' Scrum V Radio programme: "We all have to be mindful that discipline has taken a different turn with the bloodgate issues and also the gouging issue in South Africa and I think we're all very mindful that we have to have a close look at our disciplinary processes.

"From a Celtic Rugby point of view, we are a cross-border competition. Our policy is currently that each union will look after the discipline of its own players.

"However, I think maybe Celtic Rugby will need to look at that because there is always going to be a perception that a player is handled differently because of where he comes from.

"Now, in that case, the disciplinary process may have been dealt with entirely correctly, but whilst that situation exists there's always the possibility people will perceive that it has been dealt with in a different way.

"So it's important for us from a Celtic Rugby point of view to always be mindful of what's happening in discipline and to deal with it appropriately."

Jordan says forming independent panels is probably the most obvious option, although he says disciplinary issues have been properly dealt with by officials.

He added: ""One of the reasons we brought in citing commissioners was because we had a season when there was no citing at all.

"That was because coaches had a sort of unwritten rule that they wouldn't cite each other's players because of the tit-for-tat type of approach that tended to happen.

"So from a Celtic Rugby point of view we felt that was unacceptable so we brought in citing commissioners and as a result citings have occurred and there have been several this season.

"So that was a development that we introduced in light of what was happening and as I've said, looking at the possibility of independent chairmen or independent disciplinary panels is something else we'll have to look at."
