 Paul is needed to help Gloucester's title push |
The RFU has threatened to punish Gloucester after refusing to release Henry Paul for the Hong Kong Sevens. Paul was named in the squad for the tournament as England bid for a hat-trick of victories.
But he was then withdrawn by Gloucester because they want to maintain their squad for their final play-off push.
"Should he be selected by Gloucester during the sevens or for 10 days after they will be open to sanctions and penalties," said the RFU's Chris Spice.
England's squad for the three-day tournament has been bolstered by Harlequins utility back Tom Williams. Spice said of the England Under-21 international: "This will provide some excellent experience for Tom and we're confident that playing in Hong Kong will enhance his development."
