Penny, who gave up a promising basketball career to play rugby league, was recently named in the Super League Dream Team after making only 12 full appearances for the Wolves.
Blaymire and Moore were both playing National League rugby for York last year but played key roles in the Wildcats' successful season.
Smith will announce his final squad after the Grand Final on 13 October.
