Scot David Millar has won the British national title in the 4000m pursuit at the first attempt in Manchester. Millar won in four minutes, 22.322 seconds, beating England's Commonwealth champion Paul Manning by 1.86 seconds.
It was only Millar's second competitive pursuit since completing a two-year doping ban in May after admitting taking the blood-booster EPO.
The 29-year-old is ineligible for the Olympics under British Olympic Association rules.
The Scot raced for Great Britain at the road World Championship last month.
However, he is unlikely to represent his country on the track, with British Cycling bosses determined to only select potential Olympic riders in World Championships and World Cups.
Millar said he would like the BOA to change the law and said: "It's a shame but that's their rules.
"Maybe at some point I'd like to challenge that when I have got my life sorted out. But I have to deserve it and, at the moment, I'm an ex-doper."
His time in Manchester would have easily put him in the top 10 on the world stage.
