The GAA will debate the opening up of Croke Park to other sports at its Annual Congress on 15-16 April. Following the acceptance of the majority of resubmitted motions, the discussion on Rule 42 is on the agenda.
Calls for allowing football and rugby to be played at the north Dublin venue have increased because redevelopment work at Lansdowne Road begins in 2006.
If Croke was not available, Ireland's football and rugby teams could be forced to play home games in Britain.
On top of that, some GAA members are in favour of maximising income from hiring out the modern 80,000-seater stadium.
Although the matter will be debated at the Congress, getting the necessary two-thirds majority is regarded as an uphill task.
GAA president Sean Kelly said the acceptance of the proposals relating to Rule 42 was a vindication of the decision to introduce a more flexible process in dealing with motions.
