Coventry Bees co-promoter Alun Rossiter says speedway needs a governing body independent of the clubs.

Champions Bees and Peterborough are set to sit out the 2011 Elite League season following a row with the British Speedway Promoters Association (BSPA).

The stand-off is over rule changes, and Rossiter told BBC Coventry & Warwickshire: "[An independent body] is the only way forward for the sport.

"The majority of the promoters say that's what they want."

The BSPA this week said an opportunity for Coventry and Peterborough to return to the Elite League fold still existed, but Rossiter is unhappy with the conditions attached.

"We're not going to get any of the television money - now that would be financial suicide," he said.

"They're saying there are just a few minor things to come back in [but] there isn't any adjustment whatsoever."
