Wolverhampton secured the BBC WM Trophy with a 57-36 second-leg victory over Birmingham at Monmore to wrap up a 103-80 aggregate success.
Birmingham are preparing for their first top-flight season for 1983.
Wolves skipper Peter Karlsson scored a 15-point maximum on his return to the club after a year on loan to Belle Vue.
"We still have a lot of things to work on but this is a good start for us and we have to be pleased with the result," the 41-year-old Swede said.
"The welcome back from the fans has been amazing and I will be thinking about that for a long time.
"Everyone has to deal with the new silencers and luckily I have found a set-up which is good for me but there is still a lot to do in the workshop."
Ales Dryml's 10+2 score for the Brummies on his former home track included a six-point tactical ride win for double points in heat eight, and reserve Kevin Wolbert won two of his four outings.
