Cutler made the decider by defeating Tommy McGowan at the 20th hole on Tuesday morning.
He had earlier disposed of reigning champion Rory McIlroy in the last eight of the tournament.
Lyons defeated Simon Ward 2&1 in their last four encounter.
Richard Kilptarick lost to Ward in the quarter-finals while fellow Ulster competitors Rory Leonard and Darren Crowe went out at the last 16 stage.
