The Frenchman encountered problems on the first hole after he and partner Matthew Goggin both hooked drives left.
An official oversaw a free drop for Levet and then went to advise Goggin.
But marshalls illegally dropped some railings for Levet's shot and rules boss David Rickman was forced to admit he should not be held accountable.
"If it was obvious it was an immovable obstruction I think the official would have said something," Levet commented.
"It was not obvious at all but the rules of golf are so strange anyway, even referees get mixed up sometimes.
"They shouldn't be moved, I think the marshal started to move them before I even asked. "
