Watford boss Malky Mackay says it may be some time before he can put the finishing touches to his squad.
With loan players a likely option for the Hornets, Mackay's recruitment drive is at the mercy of other clubs.
Mackay told BBC Three Counties Radio: "I want everybody in for today, but what you want and what you get are two different things.
"There is a chance that some clubs might not let their guys out until the end of August, which is not ideal."
He added: "You go and speak to the clubs but it's their decision as to how early they want to let guys out."
The club's financial difficulties have restricted Mackay's spending power and the Scot has admitted he will have to rely on youth players to make the step up to Championship football this season.
He is on the hunt for other options but has ruled out the possibility of bringing in seasoned professionals.
"We still need to bring in new players," he added.
"We need to bring some guys in to strengthen if not the experience, certainly the size of the squad."
