New options up front will be welcome, with Jermaine Jenas the only Spurs player to find the back of the net in their opening two Premier League defeats before Darren Bent scored an equaliser in Sunday's 1-1 draw with Chelsea.
Pavlyuchenko's arrival comes after Zenit St Petersburg claimed Tottenham were �6m below their valuation of Russia's other Euro 2008 star, Andrei Arshavin.
Pavlyuchenko began his career with FC Dinamo Stavropol before moving to FC Rotor Volgograd in the top flight in 2000.
The 26-year-old, who has been capped 22 times by Russia, switched to Spartak Moscow in 2003.
