Swindon Town chief executive Nick Watkins has condemned fans who threw a flare during the club's game with Leyton Orient on Saturday.
Mr Watkins said he was "extremely disappointed" by the action of those involved and vowed the club would take action against anyone involved.
"Lives could have been put at risk," said Mr Watkins.
Police arrested two people following the game at Brisbane Road. Orient's stewards extinguished the red flare.
