Southend manager Steve Tilson says he is hoping that the transfer embargo placed on the club will be lifted now that they have avoided administration.
The Blues were unable to sign players because of an outstanding tax bill, which has now been paid.
"I hope with the tax bill paid it will allow me to get some players in," Tilson told BBC Essex.
"We're so short on numbers at the moment, we need to get some players in. It's as simple as that."
Tilson was only able to name four substitutes for Saturday's FA Cup defeat by Gillingham.
United's injury woes continued, with full-back Johnny Herd being forced off off with a hamstring injury 30 minutes in to the game.
The 20-year-old now faces a month out of action.
"It's not as bad as first feared," Herd told the club's website.
"Initially we thought I would be out for a lot longer but the physio believes that it might be three to four weeks now."
