Southend United manager Steve Tilson has criticised the decision to increase the number of substitutes that can be named for Football League matches.
The League is to raise the number of players on the bench from five to seven, although only three can be used.
Tilson told BBC Essex he thought the ruling was "absolutely crazy".
"It's not really helping anyone. I don't understand why they've done it. If five subs aren't enough there's something wrong," he said.
"Times are hard for every business and football is no different, so clubs are having smaller squads," added the Shrimpers boss.
"If you can't bring three subs out of five then there's something wrong, so for me I don't see any point in it."
