Turner led Shrewsbury to fourth place this season on his return to the club
Shrewsbury hall of fame coordinator Ryan Jervis expects manager Graham Turner and former player-boss Arthur Rowley to be in the inaugural list.
As player-manager Turner first led Town to the old Division One in 1979, and in his first season back has guided them to the League Two play-offs.
Arthur Rowley is the Football League's record goalscorer.
"It's up to the fans, but they're both legends here," Jervis told BBC Radio Shropshire.
Rowley, who died in 2002, scored 434 goals for West Bromwich Albion, Fulham, Leicester City and - between 1958 and his retirement from playing in 1965 - Shrewsbury.
He stayed on as manager for three another three years before taking over at Sheffield United and then Southend.
A list of Shrewsbury players and other important club figures has been selected by Jervis and a panel of fans and officials, with a deadline of 1 June for supporters to vote for their own favourite top three.
The leading 10 will then be inducted into the club's first hall of fame, marking Shrewsbury's 125th anniversary year.
"The club has a long and proud history, but since our move to the Greenhous Meadow perhaps that hasn't been truly reflected at the new stadium," said Jervis.
