Shrewsbury Town are still waiting for Manchester City to arrange a date for the game to officially open the New Meadow Stadium. The friendly was arranged as part of the deal that saw Hart move from the Shrews to City in May 2006.
But City are without a manager and have not revealed their pre-season schedule.
Shrews director Keith Sayfritz told BBC Radio Shropshire: "We have a contract in place and we have told the Football League that we want it enforced."
