Mills made 75 appearances in two seasons at Doncaster Rovers
Reading have completed the signing of central defender Matt Mills from Doncaster Rovers.
Mills becomes Brendan Rodgers first signing at Reading, joining for what BBC Berkshire understands to be in the region of £2m.
Rodgers said: "A number of clubs were looking at [Mills] - and he senses his development will be best suited here.
"He fits the mould really well for where we're trying to go as a club in the next couple of years."
Rodgers continued: "He's the type of centre-half I like.
"First and foremost I like them to defend, but I like centre-halves that can be with a ball. He's a player that doesn't get rid of the ball, he passes it and he is that type I like."
Chairman John Madejski added: "We have been tracking him for a considerable amount of time and we believe he is one of the very best players of his type.
"This acquisition shows our determination to get back into the Premier League. A lot of hard work has gone into this signing and I would like to congratulate everybody involved in making it happen."
Swindon-born Mills, 23, started his career at Southampton before joining Manchester City in 2006.
Mills had been linked with fellow Championship side Nottingham Forest earlier in the summer, and Birmingham City had a £1.5m bid for the player turned down in January.
He will wear the squad number five and trains with his new team-mates for the first time on Thursday.
