Portsmouth boss Avram Grant defended his decision to make eight changes from his FA Cup semi-final winning side for the 0-0 draw away to Wigan.
Only Ricardo Rocha, Marc Wilson and Michael Brown remained from the starting line-up that beat Tottenham.
"The Premier League need to give us an award because we are playing as we play with a lot of injuries," said Grant.
In February Wolves were fined £25,000 for fielding a weakened team in their 3-0 loss to Manchester United.
Grant gave Premier League debuts to 20-year-olds Joel Ward and Matt Ritchie, while teenagers Lenny Sowah and Marlon Pack were on the substitutes' bench.
The pair were among only four substitutes for the match with no reserve goalkeeper on hand to replace Jamie Ashdown.
Teams are allowed to name seven substitutes, of which three may be used.
"We needed to do it because we have a very small squad," said Grant.
"It is not ideal for us. But what can I do, I am pleased with them.
"Hassan Yebda was on the bench but even he was not fit and therefore he didn't play.
Pompey's administrator Andrew Andronikou revealed last week that "five or six players" would be eligible for bonus payments if they played another game.
These could be cash payments of up to £100,000 or the guarantee of a contract renewal for next season.
Wigan's point from the match leaves them five points clear of the relegation zone and one ahead of West Ham in 17th.
The Hammers are awaiting a response from the Premier League after lodging an official complaint over Fulham's decision to rest players in their 2-0 defeat by Hull in March.
Wigan boss Roberto Martinez accepted the draw, saying: "I knew when I saw the line-up Portsmouth had to play in a different way and they reacted well in adversity.
"We are all disappointed because we couldn't break a team down but on the other hand I've seen it time after time when a team goes down the other end and scores."
