Port Vale boss Micky Adams has been told he can sign two new loan players by chairman Bill Bratt.
Adams' side had an impressive start to the season but their form has dipped in recent weeks.
They were knocked off the top of League Two following Saturday's 0-0 with Gillingham and have now gone three games without a win.
"There is scope for Micky to look at loan players as we're a bit short on numbers," Bratt told The Sentinel.
He added: "But it's a difficult task because it's not easy to find the right players."
Vale are short on personnel after a request to keep loan winger Jemal Johnson was refused by MK Dons and wide man Rob Taylor has been ruled out until December with a hamstring injury.

"MK Dons asked for Jemal to return, which was disappointing for us, while Rob Taylor could be out for two months after tearing a hamstring against Gillingham," said Bratt.
"So there is scope for Micky to look at loan players as we're a bit short on numbers, but it's a difficult task because it's not easy to find the right players.
"Like any club, we do our best to get players as cheaply as we can.
"With most loan deals, we'll foot the bill for the majority of the salary. But if players come from a higher league, then the parent club usually helps out by paying a part of the bill."
