Plymouth Argyle are still waiting to obtain international clearance for French defender Stephane Zubar.
The 23-year-old joined Argyle from Romanian side SC Vaslui in August on a one-month rolling contract until he is granted permission to play.
Plymouth boss Peter Reid said: "We're still waiting, you need to be a diplomat to get it through these days.
"It's between the English FA and the Romanian FA, and, if all else fails it goes to Fifa."
