Notts County manager Ian McParland has warned that the proposed takeover of the club will not result in him being given unlimited funds for transfers.
The Magpies are negotiating with a consortium from the Middle East, who could invest heavily into the club.
But McParland told BBC Radio Nottingham: "There won't be open cheque books, but it's going to put the club in good stead for years to come.
"I don't know what money's available, that's up to the people upstairs."
Notts County have finished in the bottom half of League Two for the past five seasons, and McParland is keen to improve the quality of the squad to mount a promotion push next season.
"I don't want it to be a blank cheque book because there's only certain players you can attract to our division," McParland said.
"I have to get the right players to get us out of this division and I'll be trying to get them. Hopefully within two weeks, it's all taken over and everything's sorted."
McParland was boosted on Friday by the news that his assistant manager Dave Kevan had rejected the chance to take on a similar role at fellow League Two side Crewe Alexandra.
