Kettering Town boss Lee Harper says he feels "powerless" to change the club's fortunes in their current situation.
The Poppies are without a win in eight matches and their aim of a top five finish in Blue Square Premier has faded with the dip in form.
Harper tells BBC Radio Northampton: "I'm powerless to change it because I can't go out and get anybody.
"I can't get communication from anyone [about next season]. If I was here, I'd want to bring in my own team."
Harper says the lack of resources for new players is part of the reason for the club's troubles on the pitch.
"We've needed a couple of players for a while now," he said.
"But we were paying two strikers £10,000 a month, and now I can't be giving £250 a week. You're on a different playing field."

And the former Arsenal and Northampton Town goalkeeper says the mentality of the team has also suffered, with the players unsure of their futures beyond the end of the season.
"It's up to them as individuals to give their all. Against Histon, Rushden and Diamonds and Forest Green, they haven't done that.
"It wouldn't seem possible you could knock the belief out of them, but they've done that themselves.
"No-one's more frustrated than me. The fans can get on my case, but I'll do the best I can do. At the moment, it's not enough."
