Gillingham manager Mark Stimson has defended his selection of Dennis Oli ahead of top-scorer Simeon Jackson for the trip to Norwich.
The Canada striker started on the bench for Saturday's 2-0 defeat.
Stimson told BBC Radio Kent: "Nobody has a divine right to a place in the starting line-up.
"We scored three against Leeds before Simeon got on the pitch. That's why I went with Dennis, although our supporters might disagree."
Gillingham remain two points above the relegation zone with matches remaining at home to Southampton and away to Wycombe remaining.
Stimson said: "We gave a decent performance against the league champions, which we can take into the Southampton game.
"After 70 minutes I thought we were up for a point against the best footballing side in the division."
Unless they win at Wycombe on the final day, Gillingham will complete the season without an away league win.
