Doncaster Rovers manager Sean O'Driscoll admits it is difficult for his club to compete in the competitive Championship transfer market.
The League One play-off final winners are battling with 16 former Premier League teams for players' signatures.
"No longer can we be expected to go out and compete because we can't. That's something to get used to but it's not a problem," he told BBC Radio Sheffield.
"Hopefully we can go into the loan market and attract people."
Meanwhile, Rovers have been drawn away against Notts County in the first round of the Carling Cup.
The tie will be played in the week commencing 11 August.
