Brighton chairman Dick Knight says the club must strengthen in time for the planned opening of their new stadium at Falmer in two years' time.
Over 8,000 fans witnessed League One survival last week but the club are set to move from the Withdean in 2011.
Knight told BBC Sussex: "We are not building a new stadium for League Two.
"We'll always do everything possible to strengthen this club and the stadium is very much part of the future. The club has shown the resilience it needs."
He added: "I don't expect us to be at the bottom end of the table next season."
Work has started on the construction of the 22,500-seater stadium, which is due to open in August 2011.
