Chairman David Gold believes Birmingham may face a battle against relegation in the Premiership next season. Gold said: "We will be one of six to eight clubs who will be fighting against relegation.
"That will happen whether there is �6m or �60m coming in. I don't feel any different to when we were promoted five years ago and less money was available.
"It is the manager's job and the board's job to buy the very best players at the best value."
Gold and co-owner David Sullivan have been at the helm at St Andrews for 14 years and their commitment remains strong.
However, Gold would not be shocked if Blues became a target for foreign investors.
He said: "It wouldn't surprise me if the club was at some stage approached by foreign investors. Many of the super clubs have already been taken over.
"Birmingham could be one of the next to attract interest because it bears the name of one of the greatest cities in Europe."
Manager Steve Bruce's side clinched promotion to the Premiership after finishing as runners-up to Sunderland in the Championship.
