Havern fired wide when well placed after 10 minutes and seconds later Coleraine forward Paul Brown headed just wide.
Scullion came closest to scoring in the first half when he found the woodwork and from the rebound Ross Black cleared Gareth Harkin's effort off the line.
Harking was the provider for the opener with his corner finding the head of defender McVey.
Boyce netted just minutes after coming on as substitute and he finished after latching on to a Scullion pass.
David Platt's side moves above Newry into eighth while City slip to 10th and remain without an away point this season.
