Bury must settle for the League Two play-offs after missing out on automatic promotion by just one goal despite beating Accrington 1-0.
A stoppage-time penalty by substitute Phil Jevons was enough to take the Shakers level on points with Wycombe, who surprisingly lost to Notts County.
But Bury could not grab the second goal they needed to take them above the Chairboys on total goals scored.
They will continue their promotion bid against Shrewsbury in the play-offs.
