QPR ruined Nigel Clough's first game as Derby County boss by claiming only their second away win of the season.
Kris Commons and Rob Hulse had chances for the Rams before Wayne Routledge put QPR ahead with a fine low strike.
Mikele Leigertwood made it 2-0 before the interval, firing home after more good work from Routledge.
Derby responded after the break and Miles Addison saw a header expertly saved by Radek Cerny and Andy Todd also went close but QPR held on.
Derby manager Nigel Clough:
"We started quite brightly but we were in possession both times for the two goals we conceded.
"There weren't many positives - only to highlight and emphasise the problems.
"You try get a positive feeling around the place but when that first goal goes in everything reverts to type and that is something we have to deal with."
QPR manager Paulo Sousa: "I want to dedicate this victory to Martin Rowlands. He always wants to win, he is a fighter, our captain and our leader.
"We could have lost him for the season. We think there is a problem in one of his knees, we will know more later.
"We showed a lot of personality to come here and control the game. We played so well and I am delighted to get my first away win as QPR boss."
