Worcester City's Blue Square Bet North game at Workington on Saturday was called off 90 minutes before kick-off because of a frozen pitch.
City arrived at Borough Park just as the match official was taking the decision to postpone the game.
Workington called in a local official on the morning of the game, who declared the pitch fit to play.
But temperatures in Cumbria dropped, resulting in the match referee postponing the contest.
Worcester City manager Carl Heeley told BBC Hereford & Worcester: "I have to sympathise with Workington as they are in a situation that we found ourselves in last week.
"We got heavily criticised for calling a game off early and I am sure they will be criticised that it wasn't called off this morning.
"So you are damned if you do and you are damned if you don't. They have given it an opportunity but it has proved the wrong decision.
"Unfortunately we are the victims and we will now have to come back in midweek."
