Jamie Reed opened the scoring when he latched on to Ashley Chambers' rebounded effort for an easy finish.
Rovers equalised when substitute Reece Styche converted a penalty after he had been brought down by James Meredith.
But Mackin sealed a late win with a fine drilled effort into the corner to leave Forest Green only one point off the relegation zone.
