Swindon Supermarine manager Mark Collier says staying in the Southern Premier is his first aim this season.
The club is now being run by a consortium of supporters after their future in the division was in doubt due to money problems.
Collier will have the same budget and told BBC Wiltshire surviving is the initial priority.
"The early part of the season will be a consolidation, the long term is to progress. We have a small budget."
The manager quit Marine in the summer as a new director of football was appointed but after his departure Collier returned.
"I didn't ever want to leave," he said. "We've had progression since I've been the manager.
"The budget is exactly the same. They [consortium] can guarantee that it would be for the 38 weeks as well.

"They will work tirelessly to try and increase that budget as they go."
Supermarine lost goalkeeper Matt Bulman to Cirencester in the summer whilst midfielder Ashley Edenborough joined Chippenham.
The new signings include striker Richard Kear and former Swindon Town midfielder Ben Wells.
Collier's side start with a home game against Hemel Hempstead on Saturday.
